For the past 4 years, Ground X Site Services (Ground X) has been attempting to secure the necessary permits and licenses at our Port Coquitlam material transfer facility from the City of Port Coquitlam to comply with the City's bylaws. Without City business license, various other permits we submitted to multiple different government agencies in 2021, 2022 and 2023 could not be completed.
Ground X has been the provider of all-inclusive earthwork services in Vancouver area since 2010. We hold business licenses in various municipalities in the Lower Mainland and in 2020 we signed a lease contract with the landowner at 750 Kingsway to expand our operation in the City of Port Coquitlam.

The City of Port Coquitlam has refused to issue a business license that costs $150 then in turn send out Bylaw Officers to issue tickets daily for not having a business license. To date, a total of 672 bylaw fines have been issued, amounting to approximately $370K, for bylaw offences that are created by the city for not issuing permits and licenses that Ground X has repeatedly applied for.
This aggressive and unnecessary concentrated misuse of Bylaw officers is a lawfare tactics Ground X has been facing up against and we've been attempting to resolve it within the letters of laws and regulations.
We are disappointed the City of Port Coquitlam still refuses to resolve this situation amicably. Instead, the city has caused irreparable damage to our positive track records and business reputation by influencing media to publish one-sided and inaccurate news releases about barrels containing chemicals were submerged in water. These barrels were in place since 2012, predating our lease by about 8 years, and contained sand and soil samples taken from the very same site.
While we tread through these abuse of authority practices by the City of Port Coquitlam, we continue to provide the service we are known for and we sincerely value your support.
